Vice President- Business Development

Job Summary

The Vice President of Business Development must have experience and a proven track record in healthcare, government contracting, proposal management and building strategic building partnerships.

Key Responsibilities

  • TOPR Proposal Development and Management:
    • Build a comprehensive Task Order win rate strategy to achieve revenue targets.
    • Manage the end-to-end proposal process, coordinating cross-functional teams (e.g., pricing, compliance, operations) to meet fast-paced deadlines.
    • Ability to write high-quality TOPR and RFP responses, ensuring technical accuracy, compliance, and persuasive narratives.
    • Develop pricing strategies and bid-to-fill strategies, ensuring cost-competitive and compliant staffing solutions.
    • Analyze competitors and competitive pricing to position Matrix Providers as a cost-effective, high-value partner.
    • Build a pipeline of new opportunities leveraging SAM.gov, GovWin, and other tools.
  • Strategic Partnerships:
    • Develop and cultivate strategic partnerships to strengthen Matrix Providers’ proposals.
    • Collaborate with CTOs to integrate solutions and technology (e.g., AI, telehealth) into proposals.
    • Build alliances with 8(a), veteran-owned, and small businesses to strengthen past performance and meet subcontracting goals.

Qualifications

  • Experience:
    • 7+ years of experience in business development, with at least 5 years in a leadership role within healthcare staffing or a related industry.
    • Proven success in securing large-scale contracts in the federal and/or commercial healthcare sectors.
    • Understanding of government contracting processes and VA/DoD procurement.
  • Education:
    • Bachelor’s degree in business, Healthcare Administration, or related field; Master’s degree or MBA preferred.
  • Attributes:

    • Adaptable and innovative, with a solutions-focused mindset.
    • Strong leadership and team-building capabilities, with experience managing remote or distributed teams.
